function prototyping broken in blead? (and op/utftaint.t fails)

Im getting a lot of warnings when running test on blead. They tend to
look like this:

../lib/Pod/t/eol.............................................
Subroutine FindOption redefined at ../lib/Getopt/Long.pm line 845.
Subroutine ValidValue redefined at ../lib/Getopt/Long.pm line 1165.
Subroutine process_text1 redefined at ../lib/Pod/Html.pm line 1492.
Subroutine depod1 redefined at ../lib/Pod/Html.pm line 2022.

I've looked into the Getopt::Long ones, and i dont see any
redefinition but the two subs are prototyped on line 75 and 76:

sub FindOption($$$$);
sub ValidValue ($$$$$);

So i dont see why they should trigger subroutine redefined warnings.
AS 811/5.8.6 doesnt show any such warnings when I use it to install
Getopt::Long.

Also i get a failure during build:
