[PATCH] $Config{siteperl} should be $Config{sitelib}

[PATCH] $Config{siteperl} should be $Config{sitelib}

Patch is against 5.8.7, but should apply to blead with some fuzz.

I'm wondering if we should mention that $Config{sitelib} is the
value it had when perl was compiled.  It is not possible to
change the location of sitecustomize.pl by editing Config.pm
because the path is hardcoded using SITELIB_EXP in perl.c
