Mainly because I wanted to have -C2 in $PERL5OPT
But now, because I think that the development of the command-line options has
never been promoted to be allowed in $PERL5OPT

Before I start a discussion like say half a year ago about which options are
allowed in the #! line, I first want to poll the opinion on how to address
it, if at all
