Hello,

While working on Net::Pcap, I saw that I needed these macros that
are currently not provided by Devel::PPPort.

For PL_signals (and the PERL_SIGNALS_UNSAFE_FLAG macro), I created
a static variable for emulating the real PL_signals (probably not the
best way to do it):

    #ifndef PERL_SIGNALS_UNSAFE_FLAG
    static U32  PL_signals = 0;
    #define PERL_SIGNALS_UNSAFE_FLAG    0x0001
    #endif

For XSprePUSH, I just copied the corresponding macro from XSUB.h:

    #ifndef XSprePUSH
    #define XSprePUSH (sp = PL_stack_base + ax - 1)
    #endif

After a quick search, it seems that Ken Williams also did that in
Cwd.xs, where he also added a few other macros that could/should
be integrated in Devel::PPPort
