Right now there is not much of a push for it in the Linux No-one on the perl5-porters mailing list is going to object to the principle of making Configure more portable (although it won't all be plain sailing, as specific changes to the implementation may raise concerns, given that "more portable" implies "not breaking existing platforms") However, I'm unaware of anyone on the list using msys, and as everyone working on perl5 is volunteering, there's no reason why the existing contributors to the core have any reason to initiate making Configure work better with msys. Hence if improvements are to be made, they need to be promoted by someone with a direct interest in them, such as a user of msys who will benefit from it. No push doesn't mean hostility.
