[PATCH] follow-up to #23748, -Duselargefiles on VMS

For VAX and very old Alphas we don't even ask certain configuration
questions, and when I added -Duselargefiles recently I didn't handle the
cases where we don't ask the question. The attached patch fills in the
missing "undef" in those cases.
