I am not so sure.  Having the VMS_SHARE program installed on VMS
is only necessary for folks who will be preparing shdist archives
for distribution.  The information in README.vms is for folks who
will be installing and administering perl on a VMS system.  Though
that task often includes the unpacking of module or extension
distributions (and there is information on where to pick up tar
for VMS et alia) it should be noted that a file such
as Charles Bailey's on CPAN:

authors/id/C/CB/CBAIL/VMS-DCLsym-1_0.share

may be unpacked on any VMS V4 or later with the native VMS @ command
(@ is analogous to sh or source under csh).  Documentation on how to
use @ is supplied with the OS's HELP facility as well as on the
web, e.g.:
