My win32/Makefile contained

INST_DRV    = c:
INST_TOP    = $(INST_DRV)\perl

indicating that Perl will be installed into c:\perl and will have @INC 
including c:\perl\lib and c:\perl\site\lib, but right now it is in 
c:\p5p\bleadperl and those paths are not part of @INC!  (It makes no 
difference whether c:\perl\lib and c:\perl\site\lib exist or not.)
