Win98 build needs MakeMaker-6.22

Is MakeMaker-6.22 going to make it into perl-5.8.4?
perl doesn't build OOTB on Windows98 under MinGW
with the MakeMaker-5.17 in 5.8.3, although the changes
required to MakeMaker to get it to build are minimal.

The the pm_to_blib recipes
in Encode are 30 lines long and choke command.com.
