Not that I want to defend the info format, but that statement is
wrong. There are standalone info browsers available, and there has
been since at least the 1980s (the first one I ever used ran under
TOPS-20). One is included in the FreeBSD base system, even.

Given that, I don't think the info format does anything that HTML
doesn't do at least as well.
