I'd say, be conservative and just put the correct MANIFEST.SKIP in place.
(you as well could add \bSCCS\b into it) That way you restore MakeMaker 6.21
in your perl install as it should have been. (and that will be easier than
updating MakeMaker)

The error I made was to put the wrong MANIFEST.SKIP into perl.
