FWIW I agree with putting in core and calling it File::Slurp. Slurp is a
well established meme in Perl and I think the fact that it can write is
purely incidental.  Using a different name will just mean that its usage and
uptake will be slower which sort of defeats the purpose. Wheras
File::Slurp's purpose is immediately apparent from the name alone.
File::Atomic makes me think of other things and would just confuse people
who dont know the CS specific connotations of "Atomic". Considering much of
the perl user base does not have a CS background it would seem to me to be a
limiting factor in its uptake.
