PHP _is_ an Apache Software Foundation Project. From their home page on 
www.php.net:
    "PHP is a project of the  Apache Software Foundation."

True, although the project's true name is "the Perl-Apache Integration 
project",
in itself not limited in scope to the mod_perl Apache module.
