5.8.1 - Multiple HTML Trees?

I have just built 5.8.1 on XP, SP1. It build successfully OOTB. -V below for anyone interested.
One thing I have noticed is that under the html directory are three directories:
pod - ok, main perl man pages
lib - html for the installed modules
ext - more html, mostly the same as in lib, but with an extra level of folders.
Since this is not an active state build, does anyone have any advice as to which tree (lib or ext) should I use?
