Often the combined length of the filename and the skip reason would be more
than 80 columns.

        some_long_filename_and_such....ok  6/53 skipped: some fairly long reason that runs on for a bit

With the new formatting, the filename and the skip reason each have their
own line to play with.  This means test authors don't have to worry so much
about horizontal space.

Long stanging TODO item: some way to summarize the TODO tests.  I'd like
this to wait until the summarization code has been cleaned up, but I've been
saying that for over a year now.
