Thanks, this had slipped off my radar screen.

This patch is actually setting a new File::Spec policy.  That's fine  
with me (because the old policy is broken), but whatever we do, it  
really needs to be the *same* across platforms.

In other words, if abs2rel($file, $base) doesn't add the CWD's volume  
when $base has no volume indicated, it needs to act that way on all  
other platforms [which of course will only be an issue on platforms  
with volumes].  If it returns $file without changes when the volumes of  
$file and $base don't match, then it needs to to that on all platforms  
too.

If we can agree on the proper behavior for the above things, I'll be  
happy to embody them in the new t/crossplatform.t test.  I don't think  
it's wise to change the behavior on VMS without making it consistent  
with the other platforms though, even though I think the behavior Peter  
suggested/implemented is desirable.
