Somebody misunderstands the problem, either you or me.

From my understanding

    perl -V:something

is just a convenient shorthand for

    perl -le 'use Config; print "something='\''$Config{something}'\'';"'>

(and if C<something> contains a RE, it's even better than that.)

So...

  >      open my $handle, "$^X -V:ccflags |"

no need to spawn a new perl.
