In order to smoothly translate historical Perl versions like 5.005_03 into 
v5.5.30, some assumption had to be made about the maximum number of decimal 
places between subversions.  I can find the original [long drawn out] discussion 
in the archive if you want, but the result was that 3 decimal places was the winner.
