[PATCH] test clean-up for VMS

A number of tests don't clean up after themselves particularly well on
VMS, mostly due to the versioning file system and the fact that
unlinking a file once does not unlink all versions of it. I haven't yet
tracked down all the culprits, but the attached patch (against
bleadperl@20170) cuts down significantly on the mess left in the t/
directory after a run of the test suite.

In most cases the mess is harmless, but lib/ExtUtils/t/Command.t #2
counts the number of files returned in a glob operation, and it fails if
it find multiple versions of the first file in the t/ directory.
