[patch] IO::File->open() with encoding

Hi All,

    Attached is a patch to ext/IO/lib/IO/File.pm to
get IO::File->open() to accept character encoding as
one of the parameters when opening a file for
read/write.

    make and make test were run successfully with this
patch. If the patch is acceptable, i'd get some tests
and   add documentation reflecting these changes.
