I wonder if something like this should be somewhere in the Makefile:

sort_MANIFEST:
	sort -fc MANIFEST || (echo "WARNING: re-sorting MANIFEST"; \
		LC_ALL=C sort -fo MANIFEST MANIFEST)

??

% grep MANIFEST Changes* | grep sort
Changes:             Re-sort MANIFEST (LC_ALL=C sort -fo MANIFEST MANIFEST)
