seek() on a pipe should return an error, but it doesn't

With ActivePerl 5.8, this test program:
#!perl -w
# seektest.pl
while (<STDIN>) {
  print;
  if ($. == 3) {
    if (seek STDIN, 0, 0) {
      print "Seek succeeded\n";
    } else {
      print "Seek failed: $!\n";
    }
  }
}
print "END\n";

when run as follows
type testfile | perl seektest.pl

With testfile containing
Line 1
Line 2
Line 3
Line 4
Line 5
Line 6

The output is (INCORRECT):
Line 1
Line 2
Line 3
Seek succeeded
END

When run with cygwin perl, the output is (CORRECT):
