A preview version has been uploaded as Module-Instal-0.19_95 on CPAN.
It is also available here:

	http://aut.dyndns.org/dist/Module-Install-0.19_95.tar.gz

Most notably, the Module::Install-Cookbook needs content, as does
documentations on the myriad of extensions.

Also, the 'inc' directory name (and consequently the inc:: prefix
to Module::Install) may still change, because at least one prominient
CPAN person expressed disagreement toward that name.  I'll write up a
case for discussing the name on cpan-people and module-authors when I
get some time from this demanding day job.

Currently, it may help to read the Makefile.PL and inc/ of
PAR-0.66.tar.gz (or only.pm) to understand how Module::Install works.

I have one outstanding bug to fix (Admin extensions should be able to
call each other's functions via ->admin->method during the 'user run');
that and the docs are the only things that prevents a standard release.
