[perl #21341] links to microsoft.com's unicode pages invalid in Encode/ucm/cp9*.ucm

This is a bug report for perl from david.dyck@fluke.com,
generated with the help of perlbug 1.34 running under perl v5.9.0.

I just noticed that the links to http://www.microsoft.com/typography/unicode/
in perl-current/ext/Encode/ucm don't actually identify the current
source of the ucm/cp9*.ucm tables. e.g.:

$ grep -1 http:..www.micro *  | grep -v  '.-#$'
cp932.ucm-# Original table can be obtained at
cp932.ucm:# http://www.microsoft.com/typography/unicode/932.txt
--
cp936.ucm-# Original table can be obtained at
cp936.ucm:# http://www.microsoft.com/typography/unicode/936.txt
