On cygwin (at least under win9x), there's an endless "1 while unlink"
loop in ext/Encode/t/enc_utf8.t (both in blead and maint).  This patch
fixes it:

It appears that enc_eucjp.t suffers the same problem, but that says:

BTW, the comments say enc_utf8.t and enc_eucjp.t should be the same
except for the encoding used, but enc_eucjp.t has an additional print
statement in one test.
