Upon researching the problem further on my build report logs. The problem is
caused due to the build of libbind from ISC Bind. If you build bind
with --with-libbind it creates a library file libbind. Which if you use perl
configure program, it adds the line -lbind to libs and perl libs. To fix the
problem, I removed libbind and recompiled perl, and the problem went away.
