Noticed the below in a recent patch to the Perl distribution: is the
assumption really that localhost will always have the http port open?
That sounds like very...  IISy assumption to me.  I know that this
test is not run during the normal Perl testing, so that's not the
problem, but I'm wondering about the "out in the wild" use of the
module.
