I think he won't be bothered if he is asked to update it. And even if
so, someone (including me) will be glad to volunteer it instead ;)

Well, his web page has a warning saying "no warranty for translations,
and translated version is not always up-to-date. Don't forget checking
out the original one in English.", which seems fair enough to me.

In the case of Japanese specific modules (like Encode::JP::* or
Date::Japanese::Something), including Japanese translation in the
distribution would make sense. However with regard to Storable module,
just including URL would be enough for Japanese developers, IMO.
