And even if so, someone (including me) will be glad to volunteer it instead ;) Well, his web page has a warning saying "no warranty for translations, and translated version is not always up-to-date. In the case of Japanese specific modules (like Encode::JP::* or Date::Japanese::Something), including Japanese translation in the distribution would make sense.
