make with the latest from perforce (@13899) has one failure

lib/ExtUtils/t/Embed................/usr/local/lib/libbind.a(prandom.o)(.data+0x0): multiple definition of `cmds'
/home/gbarr/tmp/ccsvCbI7.o(.data+0x0): first defined here
/usr/libexec/elf/ld: Warning: size of symbol `cmds' changed from 16 to 44 in prandom.o
FAILED at test 1

Although this seems to be just a clash between the test and a global symbol
in libbind.a. This is with bind-8.2.2 installed. A simple fix it to make
cmds in the test static
