Same thing (test fails, no extra output), %OS_ERROR apears to be "empty". 

Changing that line to:

	while( my($k, $v) = each %OS_ERROR ) {
		!defined $v and $v = 'undef'; 
		print STDOUT "# $k - $v\n" 
	}

shows that 39 keys are all '0'.
