- Time::Piece gone (the last snapshot given back to Matt Sergeant,
  since the code was originally his Time::Object, so maybe some of
  the functionality will get back to CPAN)
- couple of tie() fixes
- utf8 work: lcfirst/ucfirst were still buggy with Unicode
  (an uninitialized length variable, duh), remove "use utf8" from docs
  and code where it is not needed, make it (relatively) easy to make
  the UTF-8 the default script encoding (just add -DUSE_UTF8_SCRIPTS
  to ccflags)
- make install should no more, err, once again, need no write permission
  to the build directory
- ithreads: using the reentrant (foo_r) APIs is the default
  (except on the platforms that are known to be naturally threadsafe)
- ithreads: Arthur's new sharedsv APIs now in

        Log: (Hopefully) a fix for 20010723.004: make install needs
             write permission in build directory.  The problem was
             probably caused by overeager sprinkling of the lib/re.pm
             dependencies (which was done to guarantee lib/re.pm being
             uptodate for parallel makes: now solved by funneling that
             through an explicit recursive make in the preplibrary target).

             TODO: scour the documentation for unnecessary "use utf8"
             and prominently display it in perldelta when the time comes.
             ("use utf8" should be necessary ONLY if one wants the script
             to be in UTF-8.)  Also should be checked in some non-ASCII
             non-Latin-1 platform, like EBCDIC.
