patch for perlvar.pod

When I do the following:

    perl -MIO::Handle -e 'STDOUT->format_formfeed'

I get:

    format_formfeed is not supported on a per-handle basis at -e line 1

which seems to contradict perlvar.

The following patch fixes perlvar to match the docs on IO::Handle.
