The ./perl$(EXE_EXT) notation confuses BSD make. Changing it to
perl$(EXE_EXT) works for BSD make. This is apparently because the actual
target name is 'perl' in the makefile, not ./perl$(EXE_EXT).

Someone on a system with a non-empty $(EXE_EXT) might wish to verify that
this still works correctly for them. If not, perhaps the makefile target
ought to be renamed to be perl$(EXE_EXT).
