I've found a file "win32\sncfnmcs.pl" in perl distribution, recognized its purpose, and, while I doubt whether this file should be in distribution, in case it will be, I'm suggesting a few small corrections.

But main my suggestion is about it's name - IMHO "sncfnmcs.pl" is not a good name, may be it's better to name it as "sync_ext.pl", to reflect it's purpose, "synchronize extensions".
