Is it possible that the problem is caused by the version number in the
module itself not using the same convention as the tar file name?

CGI is indexed on CPAN as 3.02, not 3.02_01 or something similar.
CGI.pm has a version number of '3.02'.

The file generated by 'make dist' simply uses '3.02' so I assume Lincoln
renamed it before uploading to CPAN.
