Make that depend on AIX 4.3.3 (`oslevel`) or on $ccversion ?

FWIW I've ordered the boss to order vac 5, so I'll be able to test vac 5 on AIX
     4.3.0.0 (in fact 4.3.2.0, but not all internals where up to date), so I
     can check if vac 5 is appropriate generic. (Jarkko runs vac 5 already, so
     maybe he knows)
