[PATCH: perl@9917] more VMS tweaks for addn'l selfstubber tests

The enclosed patch allows this environment to run lib/selfstubber.t 
100% ok:

 Compaq C V6.2-008 on OpenVMS Alpha V7.1

It was also tested on the following platform:

  OSF1 V4.0 878 ccversion='V5.6-082'

where it caused no harm to the 100% pass rate for the 12 tests.
