[DOC PATCH bleadperl] Two nits in perlhack.pod

I decided to rsync bleadperl and so read part of perlhack. One
small typo caught my eye, and another nit about perlbug. It
seems to me that perlbug@perl.org is the preferred vehicle
nowadays, so I decided to put it first.
