Thanks.  I thought that it was a bit off to the side rather than smack
in the middle.  My reading of it was that it really was concerned with
regexps acting on strings that contained NULL characters and fortunately
the EBCDIC charsets we need to deal with assign codepoint \000 to NULL.

The utf8decode and the qu failures are another matter and would need for
perl to change its behavior.  Hence I've refrained from posting workaround
patches for them.
