Check if you *really* do not have HP ANSI-C:

	# ls -l /opt/ansic

  if you get
	total 2
	dr-xr-xr-x 2 bin bin 1024 Aug 30 12:32 bin
	dr-xr-xr-x 3 bin bin 96 Jun 26 2000 html
	dr-xr-xr-x 2 bin bin 1024 Nov 29 1999 lbin
	dr-xr-xr-x 3 bin bin 96 Nov 29 1999 lib
	dr-xr-xr-x 3 bin bin 96 Nov 29 1999 newconfig
	dr-xr-xr-x 3 bin bin 96 Nov 29 1999 share
	dr-xr-xr-x 2 bin bin 96 Nov 29 1999 tlinks

then you have no problem (well, maybe a $PATH one), but if you get

ls: /opt/ansic: No such file or directory

you indeed do not have HP's ANSI C compiler, and you have to revert to gcc,
  which is (precompiled) downloadable through

	http://hpux.tn.tudelft.nl/hppd/hpux/alpha.html

In any case, read README.hpux !

BTW, I've closed the bug, since it's not a perl related bug.
