This seems to be a result of

# $Log: lock.t,v $
# Revision  2001/01/03 09:41:00  ram
# patch7: use new CAN_FLOCK routine to determine whether to run tests

which I assume moved the use inside the BEGIN that sets @INC
But I'm surprised no-one else saw this - did I miss someone else's bug report?
