Did the patches tests point at the 32-bitness of tell()?

This is the same locale Randy J. Ray has been seeing problems with in
Redhat.  I can't say that I am 100% certain it's the locale that is
broken, but I'm *relatively* certain it's the Farsi numeric decimal
separator that's causing the problem.
