[PATCH: perl@7674] updates to README.os390

I note that on page xxiv of the preface to B<Programming Perl, 3rd Ed.>
that these README.platform files are referred to as INSTALL.platform
files.  While the following patch does not affect such a large name change
it does at least update the current README.os390 file a bit (although
some serious problems remain in the C<use utf8;> department for the port
at this time).
