I'd just like to say that I'm personally extremely annoyed by this.  The
practice of using `` as opposite of '' is widespread enough to be used by
Knuth himself in TeX, contrary to this article that implies it was a weird
decision made by the X font set, and I'm still grumbling about this.
Mapping an apostrophe to a vertical line is just *wrong*, almost
unforgiveably so.

A lot of it is the output of Pod::Man and Pod::Text, which I wrote
intentionally to generate those sorts of quotes because when using decent
fonts they look better.  I'll change it.  I'm just going to mutter and
grumble about it and make it an option for people who think this change is
as stupid as I think it was.
