The practice of using `` as opposite of '' is widespread enough to be used by Knuth himself in TeX, contrary to this article that implies it was a weird decision made by the X font set, and I'm still grumbling about this. A lot of it is the output of Pod::Man and Pod::Text, which I wrote intentionally to generate those sorts of quotes because when using decent fonts they look better. I'll change it.
