Their is no reason not to allow »foo«. It's more logical than
»bar», IMHO. >blarg< doesn't look to bad, either. Apple ][,
anybody ;-)
BTW, it seems that Spanish and French use «quotes». I vaguely
remember reading about the difference between German use of
the guillemots and French usage.

If we really consider putting in one more Latin-1 nail, I'd be
willing to write up a proposal.
According to the tables at
http://www.informatik.uni-frankfurt.de/doc/diverses/iso8859.html
those quotes are only present in Latin-1, Latin-7, Latin-8 and Latin-9.
I found another document on the net that described Latin-5 differently
and having them, too. In any case, many people will not see them. They
will see things like

CAPITAL LETTER G WITH BREVE/SMALL LETTER g WITH BREVE
CAPITAL LETTER G WITH CEDILLA/SMALL LETTER g WITH CEDILLA ABOVE

nothing/ARABIC SEMICOLON
LATIN CAPITAL LETTER T WITH STROKE/LATIN SMALL LETTER t WITH STROKE
That reminds me of a time when the German version of ASCII had the
Umlaut characters instead of [\]{|} and szlig as ~. Can you read this
piece of Perl code?
