German quoting is using lower-'"'/upper-'"', but I also have German
books that use French »quoting«.

You have the French guillemots in Latin-1. (&raquo and &laquo in HTML)
Hmm. Letsee:

@a = qw«a b c»;
@b = qw»a b c«;
printf "%s\n%s\n", join(' ', @a), join(' ', @b);

@c = qw»a b c«;
@d = qw«a b c»;
printf "%s\n%s\n", join(' ', @d), join(' ', @c);

gives (in 5.005_03 and bleadperl@7001)

Seems there is a pair of quotes missing from perl... ;-)
