Sorry I've been tuit-challenged lately. :-(

We have overwhelming agreement on the need and the proposed "referee"
model.  We need to decide who the referees are, and the logistics.

Here are the nominees so far (in no particular order):

    Russ Allbery
    Nathan Torkington
    Chip Salzenberg
    Mark-Jason Dominus
    Damian Conway
    Simon Cozens
    Kurt Starsinic

I haven't asked any of them if they are interested in being a referee.
I guess they should consider themselves asked. :-)

The other thing is to figure out is the mechanics.  Is the list software
capable of the style of admin we're thinking about?  If not, what else
can we use?  There also needs to be a list/alias that the referees can
use for behind-the-scenes communication.  I'd also suggest that all the
refereeing activity be cc-ed to that list so the referees know that a
potential problem is being addressed by someone else.
