[ID 20000425.003] POSIX character classes don't work with tr

This is a bug report for perl from Todd.Miller@courtesan.com,
generated with the help of perlbug 1.28 running under perl v5.6.0.

Since POSIX character classes are now supported in perl regex's
one might expect them to also work with the transliteration operator
tr. One would be wrong :-(
This is rather unfortunate as the tr(1) on modern systems does
support character classes so users are predisposed towards expecting
them to work the same way with perl's tr operator.
