Now that the list appears to be enjoying a lucid interval, I want to air
a few ideas for addressing the chronic problems we have had in the past,
and will surely yet suffer from again if left unaddressed.

Many good people are not here anymore.  Chip left, but has been brave
enough to run a new list in an attempt to rediscover the old perl5-porters
as we knew it.  Jarkko disappeared, disgusted by all the name-calling and
lurid behavior.  Andy is gone too, thanks to useless arguments, personality
clashes, and FUD-mongering.  We simply cannot afford this.

I think the time has come to institute a set of rules.  Based on various
suggestions, here is what I have come up with:

  * There will be a panel of referees.  (Nominations welcome.)

  * The panel monitors both threads and personalities.

  * Messages from subscribers normally go through immediately.

  * Messages from non-subscribers are normally subject to moderation,
    except perhaps messages sent via perlbug.  (This is meant to catch
    spam and usage questions.)

  * Referees normally work behind-the-scenes.  They will privately
    remind people to avoid flogging dead equines, provocative
    language, off-topic conversations etc.

  * A simple majority among the referees can choose to moderate/unmoderate
    threads/personalities.  (The moderation state is sticky--once enabled,
    it stays that way, until it is disabled.)

  * Moderated messages are only posted after approval by the referees.
    If not approved, they are dropped with a polite notification to
    sender on the reason(s).


If all that sounds reasonable, we'll need to think about putting it into
effect.  Ideas welcome.
