That I don't see your name at the "current testers" page as tester of
platforms Windows like at http://testers.cpan.org/ surely must be a
mistake, right?

Your efforts would be far more valuable there than they seem to be
"here".

A lot of module authors don't have access to a Windows environment,
but I have yet to see any who was not more than happy to get patches
improving compatibility with other platforms, including Windows.

If you really care then you would go and help them.
